Layla Kilolu is an assistant extension agent focusing on energy justice research, particularly the effects of compensating host communities for wind energy projects.

Prior to this position, Layla served as the chief research analyst for the State of Hawaiʻi’s Division of Consumer Advocacy, an economist at the Public Utilities Commission, and a policy analyst for the City and County of Honolulu Climate Change Commission, where she worked on equity-related issues. She holds a BA in international studies from the University of California, Irvine, an MBA from Pepperdine University, and a Master’s in Urban and Regional Planning from the University of Hawaiʻi at Mānoa.
